Senate approves $60.4 billion Superstorm Sandy aid bill

WASHINGTON (Reuters) - The U.S. Senate on Friday approved a $60.4 billion aid package to pay for reconstruction costs from Superstorm Sandy, which ravaged mid-Atlantic and northeastern states, after defeating Republican efforts to trim the bill's cost.

Senate Majority Leader Harry Reid urged the Republican-controlled House of Representatives to quickly take up the bill, which includes $12 billion to repair and strengthen the region's transportation system against future storms.

"There is no time to waste," Reid said.

Both chambers have to agreed on a package by January 2, when the current term of Congress is expected to end, or restart the process of crafting legislation in 2013. The Senate approved the bill 62-32, with most Republicans voting no.

"We beat back all of the crippling amendments," said Senator Charles Schumer, a Democrat from New York, which suffered the largest monetary damage in the storm.

"The century-old tradition of different parts of the country rallying to help those who are beleaguered because of difficult natural disasters continues," Schumer said.

The bill's chances in the next few days could depend on whether President Barack Obama and congressional leaders reach a deal to avert the "fiscal cliff" of tax increases and spending cuts set to begin taking effect in the new year.

House Republican leaders have not yet decided whether to take up the Senate bill, a Republican aide said.

The bill also provides $17 billion in Community Development Block Grants to help rebuild homes, schools, hospitals and other buildings destroyed by the late October storm, help small businesses and improve the power infrastructure.

Senate Republicans complained the $60.4 billion reconstruction package requested by Obama is more than the annual budgets for the departments of Interior, Labor, Treasury and Transportation combined.

HOUSE ACTION UNCLEAR

Senator Dan Coats, an Indiana Republican, offered an alternative that would have provided $23.8 billion in funding to help victims of the storm through the end of March and give Congress time to determine additional needs.

"Let me just say, we simply are allowing three months for the Congress of the United States, the representatives of the taxpayers' dollars, to assess, document and justify additional expenditures that go beyond emergency needs," Coats said just before his amendment was defeated.

House Appropriations Committee Chairman Harold Rogers, a Republican from Kentucky, would still prefer to pass a stop-gap bill to meet immediate needs and wait to do another package after better estimates come in, a committee aide said.

The Congressional Budget Office has estimated about $8.97 billion of the Senate bill would be spent in 2013, with another $12.66 billion spent in 2014 and $11.59 billion spent in 2015.

The Senate bill is considerably less than the $82 billion in aid requested by New York, New Jersey and Connecticut, the states that bore the brunt of damage from the storm.

New Jersey Governor Chris Christie, a Republican, was in Washington this month, lobbying lawmakers for the larger amount.

The Federal Emergency Management Agency's disaster relief fund now has less than $5 billion available.

The damage to New York and New Jersey coastal areas was on a scale not seen since Hurricane Katrina slammed the Gulf Coast and flooded New Orleans in 2005. Two weeks after that storm hit, Congress approved $62.3 billion in emergency appropriations.

Lawmakers passed numerous subsequent emergency funding requests over several years to cover damages from Katrina, which topped $100 billion. A number of Gulf State Republicans supported the Sandy relief bill.

Republicans were successful in requiring offsetting spending cuts for $3.4 billion in mitigation work to prevent future disasters. Some Democrats said this would set a precedent for future disaster aid bills.

GOP Weekly Address: Senator Roy Blunt Discusses Progress on Avoiding the Fiscal Cliff

United States Senate(WASHINGTON) -- In this week?s Republican address, Missouri Senator Roy Blunt highlighted the need for Republicans and Democrats to solve the fiscal cliff.

?Divided government is a good time to solve hard problems?and in the next few days, leaders in Washington have an important responsibility to work together and do just that,? Blunt states.

The fiscal cliff could possibly ?lead to devastating job losses at a time when American families and small business owners are still struggling to get back on their feet,? according to Blunt.

Yet, Republicans in the House have specifically worked to pass ?bills to protect all Americans from burdensome tax increases? and ?passed legislation to replace damaging across-the-board spending cuts with responsible targeted ones, and to bring our nation?s record debt under control.?

Love Towers Seniors exercise onto national stage | The Knoxville ...

A group of Knoxville seniors and their resident-led exercise program has been featured on the National Institute on Aging website

This past month, 13 active seniors at Guy B. Love Towers exercised their way onto the National Institute on Aging?s national website as poster children for a national senior health and fitness initiative, Go4Life.

Throughout 2012, the ?Love Morning Exercise? group has met every Monday, Wednesday and Friday from 9-9:30 a.m. to groove to some oldies and get active. The group classes feature endurance, strength, balance and flexibility exercises especially geared towards seniors over the age of 50. Each class is held in the social hall of Love Towers, an affordable housing development of Knoxville?s Community Development Corporation.?

Rita Schwartz, an eight-year Love Towers resident and retired social worker, founded the group a year ago after she was diagnosed with cancer. Schwartz had always been active, but she knew she needed to build her strength to fight the disease.

?When I found out I had cancer last fall, I knew I needed to be as strong and as healthy as I could be,? said Schwartz. ?And I knew there were people at Love Towers who needed the exercise as much as I did.?

After receiving approval from Love Towers management to begin the class, she purchased some weights and resistance bands from Wal-Mart and put the class on the Love Towers public calendar. The first week she had four people; the next week she had six. Today, she has 13 regular members that come three days a week.

With little formal training, Schwartz adapted the original program from a gentle joints exercise training course for arthritis. All the exercises can be done from a wheel chair walker.

?It?s wonderful that the residents can be involved in exercise that isn?t intimidating,? said Steve Ellis, KCDC senior asset manager at Love Towers.? ?It?s for exercise, but it?s a very social group. It?s good for the mind as well as the body.?

Schwartz has always been good at finding contributions for the projects she takes on around Love Towers, and when she ran across a bookmark advertising free exercise books and videos through the National Institute on Aging, she snapped up the chance.

Three days after sending in a request, she received the Go4Life packet with materials encouraging seniors to get active, eat right and socialize to be healthy in mind, body and spirit.

With only 25 percent of seniors age 65-74 engaging in regular physical activity, Go4Life is an important national initiative that encourages seniors to begin an exercise regimen for the first time, return to exercise after a break or increase their weekly activity. Schwartz said the Go4Life materials have given the Love Towers group cohesiveness and team camaraderie.

?I don?t think any of my folks had exercised before,? said Schwartz. ?This is their first time to be in any real organized exercise class, and they love it!?

The dedicated seniors can?t wait to get moving in the morning. They often arrive early for the class to listen to music, dance and enjoy the social aspect of the group. ?It?s just a little party in there,? said Schwartz. ?We have the ?50s and ?60s music, and we put it as loud as we can.?

In addition to the fun atmosphere, many of the seniors have seen dramatic health benefits from the class. Some of these testimonials are featured on the Institute on Aging?s website.

Jo Ann Leach is 62 years old, but severe back pain caused her to act much older. When she first started coming to the class, she could barely walk and spent her time bent over a walker. After a year of exercise, Leach no longer needs her walker and rarely uses her cane. Schwartz has actually trained her to lead the class.

?She?s my biggest success story,? Schwartz said.

Another success story featured on the website is Fred Page. He has been coming to the classes since May. He has a pacemaker and has had multiple open heart surgeries. After a few months as a part of the ?Love Morning Exercise? group, his doctor saw significant improvement in his blood pressure and heart rate. Page has also been trained to teach the class.

Even Schwartz herself has seen the benefits of the group. Her cancer is currently in remission.

?When I found out I had cancer, I decided I was going to do everything I could to get strong,? said Schwartz. ?I started this group for myself, but it?s turned out to be great organized community fun!?

Schwartz said the ?Love Morning Exercise? group has enjoyed the attention that comes with being featured on a national website. The Love Towers exercise group proudly wears their team shirts around the complex.

?Because we were able to get the national attention, they feel like stars,? Schwartz said. ?I love that they feel like stars.?

IndyHumane offers tips to keep pets safe during blizzard | Fox 59 ...

The Humane Society of Indianapolis is reminding everyone about the danger the cold weather can pose to pets.

According to The Weather Channel and American Animal Hospital Association, cold weather can be hard on pets, just like it can be hard on people. Sometimes owners forget that their pets are just as accustomed to the warm shelter of the indoors as they are. Some owners will leave their animals outside for extended periods of time, thinking that all animals are adapted to live outdoors. This can put their pets in danger of serious illness. There are things you can do to keep your animal warm and safe.

  • ?Keep your pets inside as much as you can when the mercury drops. If you have to take them out, stay outside with them. When you?re cold enough to go inside, they probably are too.
  • ?If you absolutely must leave them outside for a significant length of time, make sure they have a warm, solid shelter against the wind, thick bedding, and plenty of non-frozen water.
  • ?Some animals can remain outside safely longer in the winter than others. In some cases, it?s just common sense: long-haired breeds like Huskies will do better in cold weather than short-haired breeds like Dachshunds. Cats and small dogs that have to wade shoulder-deep in the snow will feel the cold sooner than larger animals.
  • ?Your pet?s health will also affect how long she can stay out. Conditions like diabetes, heart disease, kidney disease, and hormonal imbalances can compromise a pet?s ability to regulate her own body heat. Animals that are not generally in good health shouldn?t be exposed to winter weather for a long period of time.
  • ?Cats will curl up against almost anything to stay warm?including car engines. Cats caught in moving engine parts can be seriously hurt or killed. Before you turn your engine on, check beneath the car or make a lot of noise by honking the horn or rapping on the hood.
  • ?If you live near a pond or lake, be very cautious about letting your rambunctious dog off the leash. Animals can easily fall through the ice, and it is very difficult for them to escape on their own.
  • ?If you light a fire or plug in a space heater to keep your home toasty warm, remember that the heat will be as attractive to your pets as to you. As your dog or cat snuggles up to the warmth, keep an eye out to make sure that no tails or paws come in contact with flames, heating coils, or hot surfaces. Pets can either burn themselves or knock a heat source over and put the entire household in danger.
  • ?Pets that go outside can pick up rock salt, ice, and chemical ice melts in their foot pads. To keep your pet?s pads from getting chapped and raw, wipe her feet with a washcloth when she comes inside. This will also keep her from licking the salt off her feet, which could cause an inflammation of her digestive tract.
  • ?Be particularly gentle with elderly and arthritic pets during the winter. The cold can leave their joints extremely stiff and tender, and they may become more awkward than usual.
  • ?Go ahead and put that sweater on Princess, if she?ll put up with it. It will help a little, but you can?t depend on it entirely to keep her warm. Pets lose most of their body heat from the pads of their feet, their ears, and their respiratory tract.

Winter can be a beautiful time of year. It can be a dangerous time as well, but it certainly doesn?t have to be. If you take some precautions, you and your pet can have a fabulous time taking in the icicles, the snow banks, and the warm, glowing fire at the end of the day.

Head of Syrian military police defects

BEIRUT (Reuters) - The head of Syria's military police has defected from the army and declared allegiance to the uprising against President Bashar al-Assad, according to a video and a Syrian security source.

The high-level defection, while not a strategically significant development in the 21-month-old conflict, will be a blow to morale for Assad's forces, which are hitting back at a string of rebel advances across the country.

"I am General Abdelaziz Jassim al-Shalal, head of the military police. I have defected because of the deviation of the army from its primary duty of protecting the country and its transformation into gangs of killing and destruction," the officer said in a video published on YouTube.

A Syrian security source confirmed the defection but played down its significance.

"Shalal did defect but he was due to retire in a month and he only defected to play hero," the source said.

Wearing a camouflage uniform with red officer insignia on the shoulder, Shalal spoke from a desk in a room in an undisclosed location. Some rebel sources said he had fled to Turkey. It was not clear when Shalal had changed sides.

"The army has destroyed cities and villages and has committed massacres against an unarmed population that took to the streets to demand freedom," he said. "Long live free Syria."

Iraqi telecom Asiacell hopes to raise $1.3 billion

BAGHDAD (AP) ? Asiacell, one of Iraq's three mobile service providers, said Tuesday it is looking to raise $1.3 billion through what would be the country's biggest stock offering yet.

A successful floatation on Baghdad's low-volume stock exchange could reassure international investors, many of whom remain wary of the risky Iraqi market nearly a decade after the U.S.-led invasion in 2003.

The company plans to offer 67.5 billion shares for at least 22 Iraqi dinars, or just under 2 cents, apiece when it launches the initial public offering on Jan. 3. Investors will have until Feb. 2 to submit orders for the shares.

"We're delighted to be able to provide the chance for all Iraqis to participate in our future by taking a stake in Asiacell," Managing Director Faruk Rasool said in a statement. "We're confident in our future as Iraq's mobile industry continues to grow."

The shares being offered represent a quarter of Asiacell's total share capital. The Gulf state of Qatar's government-backed Qatar Telecom owns 53.9 percent of Asiacell, which is based in the northern Iraqi Kurdish city of Sulaimaniyah.

A number of the company's founding shareholders will be cashing out at least part of their investment with the floatation.

Asiacell competes against Zain Iraq, part of Kuwait's Zain, and Korek, an affiliate of France Telecom.

The three companies are required to list shares on the stock exchange as a condition of their 15-year operating licenses, which cost $1.25 billion when they were acquired in 2007. All three missed a deadline in August 2011 to offer shares to the public.

Asiacell began offering cell phone service in Iraq's highly autonomous northern Kurdish region in 1999. Mobile phone services did not exist in the rest of Iraq until after the 2003 U.S.-led invasion that toppled the dictatorship of Saddam Hussein.

The company now boasts nearly 10 million subscribers and says its network covers 97 percent of Iraq's population.

This Ice Cream Sandwich-based handset went on sale today for the equivalent of $370, and you don't have to be in love with its ladyphone ways to acknowledge that it at least tries something different. As much of a cheap cop-out this was on Joe's part (oh our gun culture was so noble & innocent before Mortal Kombat came along!) its made even more stupid by the news trickling out about the shooter's gaming tastes:

Seriously? That "gave him inspiration to act on his darkest thoughts"? No, you're eyes aren't decieving you: Dynasty Warriors has always been a 100% bloodless game franchise. What cheap, lazy, ignorant fear-mongering garbage.

Y'know, if we were talking say....Manhunt....or Saints Row....or Postal 2....that'd be one thing.

But Dynasty Warriors?

That's like finding out the killer enjoyed Brave or something.

Speaking of which, he apparently enjoyed the mind-numbing ultraviolence of "fantasy role-playing video games" too. No word yet on whether he was subjected to the Satanic influence of Dungeons & Dragons.

Updated at 4:30 a.m. ET: A blast killed 10 Afghan girls Monday as they were collecting firewood in eastern Afghanistan, government officials said.

It was not immediately clear what caused the explosion in volatile Nangarhar province. It could have been a bomb planted by Taliban insurgents or a landmine left over from decades of conflict.

The girls, between nine and 11 years old, were collecting wood in remote Chaparhar district, near the porous border with Pakistan, which is infested with some of the world's most dangerous militant groups.?

"Unfortunately, 10 little girls were killed and two others wounded but we don't know whether it was planted by the Taliban," said Ahmadzia Abdulzai, provincial government spokesman.

Women and children are often the victims of the war between the Taliban and U.S.-led NATO and Afghan forces, now in its 11th year.

More than ten years after the beginning of the war, Afghanistan faces external pressure to reform as well as ongoing internal conflicts.

One killed in Kabul bombing
Meanwhile, a truck full of explosives blew up when it hit the offices of a U.S.-based company in the capital, Kabul, killing one person and wounding at least 15, Kabul Police Chief Gen. Ayoub Salangi said.

The blast took place Monday at an office for the company Contrack, which sells and supplies generators in Afghanistan.

An individual living near the facility told NBC News that some Americans work in the Contrack office, but no further details were immediately available.

CyanogenMod 10.1 nightlies go live for limited devices

The CyanogenMod team has started cranking out 10.1 nightly images for a select group of devices, and for many it may be the only way to get Android 4.2 on your phone or tablet. Built off the 4.2.1 AOSP code base, CyanogenMod brings a stock Android look with plenty of customizations to separate it from the vanilla Android experience. 

Phones and tablets currently being supported with 10.1 nightly builds are:

SAfrica's ANC party to choose leader amid turmoil

JOHANNESBURG (AP) ? South Africa's governing African National Congress political party will return to where it was first formed to fight apartheid a century ago to pick its next leader, at a time some believe the movement is struggling to regain its moral high ground.

Some 4,000 delegates will gather at its Mangaung conference, being held in the city also known as Bloemfontein, to choose whether President Jacob Zuma or his quiet, unionist deputy should helm the party. Whoever is picked will likely be in line to be the next president of this nation of 50 million people, leading Africa's top economy into an uncertain future where all now have a right to vote, but don't have access to the country's wealth.

The run-up to the conference has seen disrupted provincial meetings, threats and shootings of local ANC officials, as corruption allegations trail from the smallest local government to Zuma at the top. That has many wondering whether the ANC still remains the party of reconciliation and racial fellowship that icon Nelson Mandela and others envisioned.

"The ANC ... has become an unfamiliar, predatory beast that appears intent on devouring its leaders in an orgy of greed, corruption and cronyism," a front-page editorial published Friday by South Africa's The Times newspaper warned. "It does not have to be like this."

Becoming leader of the ANC means a nearly automatic ticket to becoming the president in post-apartheid South Africa. Opposition parties don't garner the widespread support given to the ANC. By tradition, the party's president will become the nation's president, if the ANC wins national elections in 2014, and its deputy president will serve in the same national office.

Zuma, 70, remains the favorite heading into the conference after winning the nominations in most provincial ANC polls. He has wide support among Zulus, South Africa's largest ethnic group, as well as from a loyal cadre of government and party officials.

But many in the public have grown disenchanted with Zuma, who former President Thabo Mbeki fired as deputy president in 2005 after he was implicated in the corruption trial of close friend and financial adviser Schabir Shaik over a 1999 arms deal. Newspapers have written numerous articles recently about the millions of dollars of government-paid improvements made to Zuma's private homestead. Zuma has also faced accusations, by the media, of being unable to manage his personal finances and relying on friends and colleagues to bail him out, including, allegedly, Mandela himself.

Zuma has faced criticism over his sexual activity. He was put on trial for raping a family friend, and acquitted, in 2006. He also outraged AIDS activists by testifying that he had unprotected, consensual sex with the HIV-positive woman and then took a shower in the belief that it would protect him from AIDS. In the time since, however, Zuma has publicized his own HIV test results and urged the nation to practice safe sex.

Zuma has been married six times ? he currently has four wives, as his Zulu culture allows. He has 21 children, and acknowledged in 2010 that he fathered a child that year with a woman who was not among his wives.

He and the ANC have also been criticized for strikes that overtook the nation, particularly in the mining sector, and the handling of violence at the Lonmin platinum mine in Marikana that saw more than 46 people killed and sparked violence and labor unrest at other mines.

His main competition in the ANC now is a man who largely acted for weeks as though he didn't want to accept the challenge: Kgalema Motlanthe, 63, the nation's vice president and a former union leader. Several provinces and the ANC's youth arm nominated Motlanthe, who only Thursday confirmed through his spokesman he had accepted his candidacy.

Motlanthe served as a caretaker president for South Africa from September 2008 to May 2009, after Zuma ousted Mbeki as leader of the ANC in tight party election. Motlanthe also offers what appears to be the opposite of Zuma's leadership ? a quiet, pensive and technocratic approach that differs from Zuma's crowd-pleasing comments and dancing.

While the ANC largely doesn't have a history of candidates publicly campaigning, some analysts say Motlanthe held back on accepting the nomination because he was not sure of adequate support from rank-and-file party members to unseat Zuma.

No matter the outcome, some have warned the party already has slipped away from the magnanimous style of leadership displayed by leaders like Mandela, who spent 27 years in prison before being released and guiding the ANC to victory in the nation's first democratic elections. As 94-year-old Mandela has been hospitalized for over a week and fighting a lung infection, his name likely will be repeatedly mentioned at the party's conference as its standard bearer.

But one critic warns that the mention of Mandela is more a ploy for the ruling party than a call back to its values.

"The tragedy for Mandela is that his legacy will be hijacked by every possible political faction in the country," said Frans Cronje, the deputy chief executive of the South African Institute of Race Relations. "

For now, the Mangaung conference is scheduled to begin Sunday, with an address by Zuma about the country's political landscape today in South Africa. Delegates will vote for leaders by a secret ballot, without their mobile phones after concerns arose over people being told to photograph their ballots to prove who they vote for, ANC organizers have said. If it becomes a race with multiple candidates and no one gets more than 50 percent of the ballots cast, there will be a run-off with the top two candidates, they said.

Christina Rasmussen: How Do We Go From Fairy Tales to Grieving Tales?

In a world where we shield our children from tragedy there comes a day like December 14 when shielding is not enough.

The news about the tragedy will spill out.

Grief is at large during the moment of impact.

How do we provide the truth to our children without scaring them?

This type of tragedy is actually more common than we realize. The only difference between everyday loss and today's tragedy in Sandy Hook is that today everyone is watching. When friends, parents or siblings die and we have to share the loss with our children, it is just as tragic as today's shooting. Often, children are so shielded that they are unable to understand what happened when they are told that someone has died. They have not been a part of the journey of life, which always includes loss.

Instead of experiencing healthy grieving when they are told the news, they experience confusion as they go from the world of fairy tales and good endings to the world of tragedy. Very often there is no bridge between the two and many children will fall into the gap between the story world and the real world.

Isolation comes next as they fall behind trying to catch up with their emotions as the world moves on so fast. Not only are they in pain because they feel the loss, but they also feel angry and anxious, as they cannot understand any of it.

We must include our children in our grief. Not only does it help them avoid the confusion of loss, but it also helps them discover their own strengths and their heart's ability to heal itself.

So here are some tips on how to bridge this gap between life and loss.

Look them in the eyes. When your kids come home, make sure you hug them tight but sit by their side so you can look them in the eyes when you tell them the news. They will need to see your authenticity and your vulnerability. They will need to see your heart breaking and then mending. You serve as a mirror for them so they can see their own reflection and their own healing taking place.

Always answer their questions without hiding from grief. Cry in front of them and remember that vulnerability is a strength. Reassure them, as it is important to share with them that this tragedy is not likely to happen to their school. But it is natural for them to be afraid that their school will be next. Make sure you listen to their fears and work with their teachers to make them feel safe again.

Have them journal about this experience. Ask them to write down their feelings. Journaling creates clarity, especially in kids. Their minds are looking for communication and expression, so when you sit to have the conversation with them have some pencils and paper handy. Start writing with them -- you need to be the example so that they can copy your expression.

Steer away from TV images. As a parent you want to be able to control the way your child will be receiving the news. Make sure you choose a specific segment with no violence that you have watched yourself prior to letting your child watch it. Be prepared.

Learn from your child. We must make sure we walk by their side when they are experiencing the aging aftermath of loss. Kids are not necessarily more resilient; they are just better able to leap back into the living world and start over. Learn from them, as they are better at life after loss than we are.
